Sorry, Michael, it is not possible at the moment. The restriction comes from NVIDIA PhysX SDK where the collision actors cannot change their scale over time.

You need to use Random suboperator (most likely Vector > Sphere Surface type), and Function suboperator ( Vector + Vector > Orthogonalization type ).

Yes, it's a known limitation on the number of simulation entities. Each particle and each binding is counted as a simulation entity.
